  • A group of people with disabilities, including 8-year-old Jennifer Keelan, crawl up the steps of the U.S. Capitol in Washington, March 12, 1990, to draw support for the Americans with Disabilities Act then pending in the House of Representatives. A blond white girl, Jennifer Keelan is the focus of attention for a circle of onlookers, journalists, and activists. A young man offers her a cup of water. The group of about 1,000 activists walked or rode in wheelchairs down Pennsylvania Avenue from the White House to the Capitol.
