This report was compiled during the academic year of 2019-2020 for the University of Michigan (U-M) President's Commission on Carbon Neutrality by the Energy Consumption Policies Internal Analysis Team. Through its work, the Energy Consumption Policies team evaluated budgetary and financial mechanisms to decrease energy usage and carbon intensity across the university. The scope of their work included dimensions such as an internal price on carbon and a revolving energy fund.

In the report, the team proposes two policies to the university: 1) a revolving energy fund (REF) and 2) an internal carbon price. The report details both policies separately, as well as how they would function if implemented together at the university.

This publication is a result of work sponsored by the U-M President’s Commission on Carbon Neutrality to inform the PCCN’s final recommendations to U-M President Mark Schlissel. This publication does not reflect Commission-level recommendations and should not be interpreted as being recommendations of the PCCN nor carrying its endorsement.
